I have the honour to submit for your approval
the enclosed print of a Town Planning Bill which, as is
stated in the memorandum of objects and reasons, is
proposed as a first step in the implementation in
principle of the first recommendation in paragraph 15 of
the Report of the Housing Commission. This report was
printed as Sessional Paper No.12 of 1938 and copies of it
are already in your hands.
2. It will be observed that the Bill proposes to
establish an executive board in place of the committee
advised by the Commission. The Board will not be
identical in membership with the Urban Council, which
administers the island of Hong Kong and the town of
Kowloon, but the two bodies will have effective liaison
in having the same Government officer as chairman.
3. It is unnecessary for me to dilate upon the
paramount need for a town planning authority in a Colony
such as Hong Kong; the surprising absence of such an
institution has contributed largely in the past to the
excessive overcrowding, inefficient and congested traffic
routes and haphazard lay-outs which characterise the
existing town of Victoria.
